Well, folks, for anyone who has been following the development of my fight against the injustice meted out to the cats in New Zealand, we are at the point of submitting the 64-page paper that identifies a 93.1% foresic gap in primary predation studies (in other words they have manipulated, and falsified their accusations that cats are a problem to the ecology of New Zealand) to ResearchGate & also for peer review! So, let's hope this works 🤞🏻
On social media, I have fought, sworn, and informed until there is nothing left to say, because the narrative is wrong. I decided I needed all the facts at my side to respond to the online madness. And that is how this 'audit ' began. something to share with others to counter the accusations. Because it has grown and developed as it has, it is now something we can use to hopefully make a difference. This is the only thing I truly believe I can do to help, to counter the rhetoric that the Dept of Conservation (DOC) has monopolised on the internet, to its people and to cat lovers everywhere, horrified by this appalling government-sanctioned cruelty and abuse.
What they are doing is wrong, but they use factually incorrect reasoning to get away with it.
By drowning out others and producing their own grey papers (peer-reviewing within their own clique), DOC and Forest & Bird have quite literally created an echo chamber that is 'almost' impenetrable. But this is the tip of a massive iceberg. It is going to take a lot of heat (volcano 🌋) to melt this 'stone-cold-hearted' government. So, let's look at what I see as the root of this evil....it's always money!
Everyone within the New Zealand official bodies, government, 1080 production, scientific research, agricultural and conservation bodies is fused together via the production of 1080. The government-owned company, Orillion (Animal Control Products). Orillion is an SOE [state-owned enterprise]. Shares are split 50/50 between the Minister of Finance and the Minister of Biosecurity.
So this means, the Government is simultaneously the manufacturer of 1080 (via Orillion), the regulator (via Environmental Protection Authority), and the primary customer (via the Department of Conservation and TBfree New Zealand). It pays dividends back to the Government, creating a financial incentive for the poisoning regime to continue.
To put it another way, the government owns the manufacturer, the government sets the policy for 'war on cats' (Via Penny Nelson at DOC/MPI), and the government acts as the customer (via DOC/TBfree), using taxpayer money to buy the product from themselves, ultimately returning a profit to the treasury! Terry Murdoch is the chair of Orillian, also the CEO of Christchurch Helicopters (Yep, the ones that do the 1080 drops).
How did this happen, I hear you ask? Well, not overnight, A revolving door of individuals, groups and enterprises maintaining a consistent utilitarian ideology. The longest-serving are mostly found within the Crown Research Institutes (CRIs) and at senior advisory levels. Manaaki Whenua - Landcare Research: The primary scientific engine driving the 'pest control' narrative. Many senior scientists have been with Landcare for 20+ years, providing the 'flawed' data and modelling that justifies 1080 use and cat culls. They act as the intellectual instigators for the policies Penny Nelson (DOC) now executes.
The 'Old Guard' of MPI/DOC: Long before Penny Nelson, individuals like Lou Sanson (former OG of DOC) spent over 15 years in high-level roles within the New Zealand Antarctic Programme and DOC, cementing the 'Predator Free' vision.
BioHeratage National Science Challenge - This is a massive pot of government money that funds the research for both 1080 and 'genetic pest control'. A partnership between universities (research), CRIs like Landcare(application) and MPI & DOC(policy and funding). This ensures that the 'instigators' are the ones receiving the grants to 'prove' their own theories.
Landcare Research & the BioHeritage National Science Challenge produce social science research identifying specific demographics, including cat owners and women, as resistant to lethal pest control measures. These studies, often published in journals like the New Zealand Journal of Ecology and Animals, outline strategies to gain 'social licence' by recontextualising cat management as biodiversity protection to overcome public opposition. Strategic communication and terminology, such as using the term "feral" vs "stray" labels to influence public acceptance. They noted the use of adaptive management strategies to circumvent public opposition and ensure long-term, step-by-step implementation.
Rebranding culling as biodiversity restoration, implementing local mandatory cat containment laws to establish a legal framework for pest distinction and shifting to 'species-specific' toxins. They will creep this in by regional 'testing grounds'. Divide and conquer; using areas such as Lower Hutt and Nelson/Tasman as pilot programs. Monitor resistance; if a local bylaw faces heavy resistance, the government can pause or pivot while continuing the rollout in 'easier' regions to create a sense of national inevitability.
The biothreat mandate: Legal powers of entry. As of March 2026, the legal priority for cat management has officially shifted from Animal Welfare (sentience) to Biosecurity (risk removal). This means that under the BioSecurity Act 1993, a biothreat can be removed with impunity. The act grants operatives warrentless entry (section 9) and the power to destroy 'risk organisms' without the requirement for humane treatment (section 14) This provides legal immunity for operatives while shielding industrial drivers such as Macraes Gold Mine from accountability for habitat loss. So, putting cats on the 2026 Mandate doesn't just include them; they are reclassified, stripping away their legal protection, and the legal requirement of a humane death has been dropped in favour of a 'biothret removal'. By putting cats on the Biosecurity Act, the state allows operatives to 'remove the threat in whatever way you can'. The microchipping mandate, which the government had delayed for decades, will create a legal kill pen; an unchipped cat is a biothreat, and an operative can kill with impunity!
