THE POWER OF 500: Why your email matters. ⚖️🛡️
Under NZ administrative law, a single email can be set aside. But when 500 independent submissions cite the same Forensic Gaps [Ref: 001–012], the Department of Conservation and the Auditor-General are legally required to address those specific technical errors in their final report.

Unwilding Cats
"SGI Forensic Audit of the Department of Conservation’s foundational policy data. As an Independent Policy Analyst, I have identified a 93.1% data gap [Ref: SG-BAT-001] in the 1994 Rangataua report."is a multidisciplinary research and advocacy network dedicated to the stewardship of New Zealand's naturalised feline populations. We bridge the gap between autonomic biology and land management to provide a non-toxic, science based alternative to lethal eradication. By maintaining the natural scent barrier, we secure our urban and rural landscapes against invasive rodent surges while upholding the legal property rights of our managed community companions."

The four fundamental points that support the argument for repositioning felines as a natural and nontoxic defense against the overwhelming presence of mesopredators.
01
The March 2026 Mandate (Policy Alert)
The March 2026 Mandate (Policy Alert)
The New Zealand Government has officially added feral cats to the Predator Free 2050 target list. Detailed national implementation plans are due in March 2026. This marks a radical shift toward state-sanctioned, large-scale lethal culling. Without a national mandate for microchipping, managed stray and community cats in "priority zones" are now at extreme risk from newly developed meat-based toxins.
03
The Funding Gap (Follow the Money)
In the 2025/26 national budget, the government consolidated predator control into the Department of Conservation (DOC) baseline.
-
Lethal Budget: Millions of taxpayer dollars are allocated to toxins, traps, and "kill quotas" to satisfy regional and corporate funding loops (such as those on the Mahia Peninsula).
-
Welfare Budget: $0.00 of government funding is allocated for humane, non-lethal sanctuary or managed "Unwilding" programs.
02
The Science of the "SCENT Shield"
Removing a top predator (cats) without a 100% effective, simultaneous rodent plan triggers Mesopredator Release.
-
The Rat Surge: When the "scent barrier" of resident cats is removed, rodent populations—including expert-swimmer Norway rats—explode in number.
-
The Result: These bolder, unchecked rodents decimate native bird nests far more effectively than the cats they replaced. Culling cats doesn't save birds; it clears the way for a rat plague.
04
The Legal Right: Respecting Sentience.
Under the Animal Welfare Act 1999 (Ref: 1999 No 142), all sentient animals in Aotearoa have the right to be protected from unnecessary pain and distress. We advocate for Compassionate Conservation that respects the balance of the whole ecosystem—protecting the cats who, in turn, provide a natural, non-toxic brake on invasive rodents.
"A New Treaty for the Land: The Kaitiaki Shield."
"We believe in the power of the Kaitiaki—the sentinel cats who guard our waterways and forests. By managing these cats humanely, we maintain the natural 'scent barrier' that keeps invasive rodents in check. This is not just 'rescue'; it is a return to a sovereign, balanced Aotearoa where every being has a role in protecting the whole."
The Vision:
In Aotearoa, we have been sold a "war" on nature. We believe there is another way. By recognising cats as Kaitiaki (Guardians) of the balance, we move from a culture of killing to a culture of Sovereign Stewardship.
The Strategy:
-
The Scent Shield: Managed cats provide a natural, non-toxic deterrent that keeps rodent populations in check. This protects our native birds from the "rat explosions" that follow mass culls.
-
Cultural Respect: We support Māori-led conservation that isn't dependent on government "kill quotas." True guardianship protects all life within the rohe.
-
The Unwilding Path: Every cat we "unwild" through desexing and sanctuary is a victory for the stability of our ecosystem.
The Result:
A win for the birds, a win for the culture, and a win for the sentient beings who guard our riverbanks. Compassion is the ultimate conservation.

Most people in New Zealand love nature. We want our birds to sing and our lizards to thrive. But for years, we’ve been told a one-sided story: that cats are the "villains" and killing them is the only way to save our wildlife.
The SGI was started because that story doesn’t add up. When you look past the scary headlines, you find a $1.2 billion "extermination industry" that is using cats as a distraction from the real problems.
Why We Protect the "Sentient Guard"
We call the naturalised felines of Aotearoa the Sentient Guard because they do a job no machine or poison can do. They have been here for over 250 years, keeping the rodent population in balance.
-
The Rat Problem: If you remove the cats, the rats take over. It’s a biological fact.
-
The Poison Problem: To "fix" the rat explosion, the government drops tons of poison (1080) into our forests. This poison doesn't just kill rats; it kills the very birds we are trying to save and starves the survivors.
Exposing the "flawed and incomplete data."
You might have seen the "horror stories" in the news—like a cat supposedly eating dozens of lizards in one night. Upon conducting a thorough analysis, we have determined that it is physically impossible. The narratives appear to have been developed to facilitate government departments in securing substantial financial grants, which are contingent upon the presence of an ongoing 'pest' issue that necessitates intervention.
-
The Kea: Government reports blame cats, but the truth is these birds are 8 times more likely to die from government poison than from a cat.
-
The Dolphins: They blame cat waste to protect big fishing companies whose nets are the real reason dolphins are disappearing.
What We Actually Do
We don’t use traps, and we don’t use poison. We use Identity.
In New Zealand, if an animal is "anonymous," the state can call it a "pest" and kill it. But if an animal has a Name and a Legal Record, the rules change.
Through our Project: Status, we fund Identity Shields:
-
Microchipping: Giving each cat a permanent, legal ID.
-
Registration: Putting them on the National Animal Register.
-
Care: Ensuring they are healthy, desexed, and fed so they can stay in their territory as a peaceful Scent Guard.
No Jargon. No Politics. Just Life.
We believe that every life matters and that nature knows how to balance itself better than a government department does. We aren't here to argue; we are here to Shield.
Help us give them a name. Help us give them Status.

"The Mission.
The Sentient Guardian Initiative (SGI) was established as an urgent forensic response to the December 2025 government announcement to expand the "Predator Free" mandate.
As a researcher and a member of the Animal Justice Party NZ (AJPnz), I have spent the months since that announcement deconstructing the "Hit List" used to justify the March 2026 feline eradication. What I uncovered was not a sudden ecological crisis, but a statistical farce designed to secure government grants while protecting industrial interests.
The Philosophy: Status Over Slaughter
I believe that every life is sentient and that nature functions best in a state of Equilibrium. While the state-funded rhetoric "others" the feline as an invader, the SGI recognizes them as the Sentient Guard. For over 250 years, they have held a biological line against rodent explosions that toxins alone cannot control.
The Challenge to the "Intellectuals"
To the government departments and "Internal Verifiers" currently promoting the 60% Kea mortality rate: The SGI has restored the denominator.
-
We have audited the 350-bird Kea cohort and found a feline interaction rate of just 1.49%.
-
We have applied the laws of physics to the "28-skink" reports and found them biologically impossible for a feline.
-
If you are an academic or a policy maker, I invite you to download my 39-page Audit-2026-004. It is a forensic dismantling of the "Grey Literature" used to fuel this war.
The Promise to the Layperson
If you are here because you love cats and hate cruelty, you are in the right place. You don't need a PhD to know that dropping tons of 1080 poison into a forest is not "conservation."
I work from the shadows because the data should speak louder than the person. My goal is to provide an 'Identity Shield' for every vulnerable feline in Aotearoa. By microchipping and registering these animals via NZCAR, we move them from "anonymous pests" to Recognised Residents with legal standing.
We don’t buy the folklore. We buy the Science. We fund the Status."
URGENT: MARCH 2026 IMPLEMENTATION COUNTDOWN
"The state-funded eradication plan is due for release next month. Every unmanaged feline in the New Zealand landscape is now at critical risk. The SGI is mobilising to deploy Identity Shields before the new 'Fast-Track' toxins are deployed. We have 28 days to secure the Status of wild living cats"

ACT NOW: MARCH 2026 IS THE DEADLINE FOR ANONYMITY
The Sentient Guardian Initiative (SGI) is in a race against a $1.2 billion machine.
In exactly less than 10 days, the New Zealand government will implement a national eradication plan that treats every unmanaged feline as a disposable target.
Your donation is the only thing that changes their status from 'pest' to 'protected'.
A donation made right now translates directly into a Legal Identity Shield. By funding a microchip and registration today, you provide the forensic and legal evidence needed to block lethal intervention.
This is a direct intervention:
-
$35 / £17 buys the identity 'shield' (Microchip & Legal Registration).
-
$150 / £75 funds a full Global Guardian Intervention, taking a cat entirely off the 'hit list' by restoring status and the health benefits of neutering, worming, vaccine & the potential for a forever home.
The work is not funded by the Government, without funding it cannot happen. While the state buys poison, your help buys time. While they count kills, you grant names.
Don’t let them remain anonymous. Shield an abandoned feline from deadly abuse today.

"Our mission is to build an underground network of safety for New Zealand’s managed cats, providing a lifeline against the rising tide of 'Predator Free' extremism. We offer guardians the tactical intelligence, legal shields, and non-toxic strategies needed to protect community companions from a landscape of traps and poisons. We are the resistance to the 'guild' narrative—securing the lives of the animals the system has deemed disposable."
The Sentient Guardian Initiative: A Foundation of Compassionate Conservation
Our Philosophy:
As a member of the Animal Justice Party NZ, I believe that profit-driven animal management is fundamentally incompatible with animal welfare. The current $1.2 billion "Predator Free" industry treats nature as a commodity to be "optimised," rather than a sentient system to be respected. We stand for Compassionate Conservation—an approach that values every individual life and recognises that nature maintains an equilibrium that human "management" cannot predict and should not attempt to dominate.
Beyond the Labels: One Species, One Sentinel
We reject the arbitrary labels of "pet" or "feral" used by the state to justify state-sponsored carnage. Biologically, there is only the feline: whether curled on a sofa or moving through the shadows, every cat is the same species, carrying the same ancient biological toolkit. The feline did not "invade" Aotearoa; they were recruited as essential maritime workers. Since 1769, they have been the Sentient Guard of our shores, brought on the ships of early explorers to protect the food, the grain, and the lives of the crew. They provided this same biological service on the boats that carried them here, and they continue to do so today. We acknowledge this ancient partnership and work to restore the Status of Acceptance for the beings who have held the line for us for centuries.
The Strategy of Status:
In March 2026, the New Zealand government will implement a national plan to target the Naturalised Felines who have no human guardian. We believe that anonymity is the greatest threat to their lives. Our initiative provides the logistical and legal support needed to grant these animals Legal Identity and Biological Stability through our 'Identity Shield programme'.
The True Drivers of Extinction:
We reject the state-funded narrative that blames the feline for the decline of biodiversity. While the government declares "war" on cats living free, it is simultaneously dismantling the legal protections for the land itself. Through Fast-Track Approvals Legislation, the state is granting permits for industrial infrastructure, mining, and urban sprawl that physically destroy the habitats our native species need to survive. The feline is being used as a smokescreen to hide the carnage of human development and corporate greed.
Protecting the Equilibrium:
True environmental protection means shielding ecosystems from the pollution of state-funded poisons like 1080 and the encroachment of concrete. By supporting the Naturalised Feline population we maintain a permanent, non-toxic biological barrier against rodent surges—an ancient service that humans cannot replicate with toxins.
Respect Life. Respect Nature. Restore the Balance.
